The Quality and Effectiveness Work Group provides information and reports to the Greenwich Safeguarding Children’s Board (GSCB) on the quality and effectiveness of local arrangements to safeguarding children and young people in the Borough.

The Work Group provides regular reports to the GSCB on the performance of local child protection services. This includes feedback from people who have used the service. There is a complaints process for people concerned about the operation of child protection conferences, and this is reported on to the Work Group and the Board.

The Work Group focuses on equalities issues as they relate to safeguarding children and young people. We know that some children and young people are at greater risk of harm than their peers, and that safeguarding arrangements do not always take account of children in particular circumstances.

The Work Group also reviews cases causing concern where there is an opportunity for learning about how to improve the quality of inter-agency arrangements to safeguard children and young people. This is different from carrying out a Serious Case Review, which the Work Group does not carry out. The membership of the Work Group includes representatives from Greenwich Council, the Metropolitan Police, Greenwich Teaching Primary Care Trust and the voluntary sector. The Chair of the Work Group is Andrew O’Sullivan who is the Senior Assistant Director of Children’s Services, and who has responsibility for Children’s Safeguarding and Social Care Services in Greenwich.
